ACRA registration does not itself authorise every activity. A company may exist legally but still need permission before selling food, importing controlled goods, operating from particular premises, providing regulated financial services or employing certain workers.
Start with a precise description of the operation: what you sell, how customers receive it, where stock or equipment is kept, whether clients visit the premises, whether money or personal data is handled, and which employees deliver the service. Licence requirements depend on these facts rather than the company name alone.
Use the official GoBusiness Licence Directory. Search by activity, agency and likely licence name, then open each individual listing. Check the responsible authority, eligibility, supporting documents, application method, fee, processing estimate, validity period, renewal requirements and operating conditions.
Search using several descriptions. An online shop may not need a general retail licence, but the products it sells could trigger food, health-product, alcohol, tobacco, telecommunications, payment, import or consumer-protection rules. Search for the product and process, not only “e-commerce”.
Food businesses illustrate how approvals can multiply. Depending on the model, a founder may need an appropriate Singapore Food Agency licence, compliant premises, food-safety arrangements and separate permissions for alcohol, outdoor dining, signage or fire safety. A food shop and a food stall are not necessarily licensed in the same way.
Financial and payment activities require particular care. Handling customer money, arranging investments, giving regulated advice or operating certain payment services may fall within Monetary Authority of Singapore rules. An ACRA activity code is not MAS permission. Obtain specialist advice before marketing or accepting funds if the model may be regulated.
Other commonly regulated areas include education, healthcare, employment agencies, travel, real estate, security, construction, telecommunications, import/export and controlled goods. GoBusiness is the starting point, but the named agency’s current page and application conditions are the authority for the specific licence.
Check premises before signing an unconditional lease. Some approvals depend on planning use, layout, ventilation, sanitation, fire safety, accessibility, equipment or inspection. A landlord’s consent does not replace government approval. Where possible, make significant commitments conditional on obtaining the required permissions.
Prepare the application file early. Typical items may include the UEN, authorised applicant details, tenancy evidence, floor plans, professional certificates, product information, personnel qualifications and regulator-specific declarations. Incomplete or inconsistent material can delay review.
One company can require several approvals from different bodies. Map dependencies: a premises approval or qualified employee may be needed before another licence can be issued. Set a realistic sequence and do not advertise an opening date based only on incorporation.
Record every licence number, responsible manager, condition, issue date, expiry date and renewal window in the compliance calendar. Changes to address, layout, ownership, officers, qualified staff or activity may require notification or a fresh application.
If no obvious licence appears, do not assume none is required. Search again using product and operational terms, review the relevant regulator’s site and ask the agency or an appropriately qualified adviser about the proposed facts. Save a dated record of the checks performed.
